Decree 2025-500: the legal framework redefining the certifier-partner relationship
Before decree no. 2025-500 of June 6, 2025, the relationship between a certifying organization and the structures that prepare or evaluate on its behalf remained unclear. This text introduced into the Labor Code the status of authorized partner organization, with specific rules.
The authorization takes two forms depending on the nature of the certification. For professional titles under a certifying ministry, it is a decision from the competent minister. For other cases (training organizations, professional branches), a authorization agreement binds the certifier to the partner.
The act of authorization must describe the exact scope entrusted: training only, evaluation only, or both. The certifier now has explicit power to suspend, withdraw, or terminate in case of non-compliance (failure to respect the reference framework, hourly volumes, abusive use of the title). RNCP certifying organizations: who are they and what are the differences
Three main categories of actors can hold a certification registered with the RNCP. Their prerogatives and constraints differ significantly.

Degrees issued by ministries (high school diploma, BTS, bachelor’s, master’s) benefit from automatic registration with the RNCP. No application file is required. In contrast, any private or public organization that is not a ministry must prepare a complete file and submit it to France compétences.
Certifier and training organization: a distinction not to be confused
A training organization prepares candidates. A certifying organization creates the certification, submits the file, and holds the rights to the title. Both functions can be carried out by the same structure, but this is not systematic.
A training center that prepares for an RNCP title without being the certifier acts as an authorized partner organization. It must have a valid authorization agreement. Without it, the certifications it issues have no value in the eyes of the RNCP.
RNCP registration file: criteria and documents evaluated by France compétences
France compétences reviews each registration request according to published criteria. The file is based on three reference frameworks that form the technical foundation of the certification.
- Activity reference framework: it describes the professional situations targeted by the certification, the concrete tasks, and the context of the job.
- Competency reference framework: it details the competencies certified, organized into identifiable and independently assessable blocks.
- Evaluation reference framework: it sets the evaluation methods (tests, simulations, juries), success criteria, and issuance conditions.
Beyond these reference frameworks, France compétences evaluates the alignment of the certification with labor market needs. The certifier must provide data on the professional integration of holders, identified job opportunities, and partnerships with companies in the sector.
Qualiopi and RNCP: two distinct but linked processes
Qualiopi certifies the quality of a training organization’s process. The RNCP validates the certification itself. Qualiopi does not provide access to the RNCP, and the RNCP does not exempt from Qualiopi.
For a learner to finance their certification through the CPF, two conditions must be met: the certification must be registered with the RNCP (or the Specific Directory), and the organization providing the training must be Qualiopi certified. The absence of either one blocks funding.
RNCP certification levels and diploma equivalences
RNCP certifications are classified according to a level scale ranging from 1 to 8, aligned with the European Qualifications Framework (EQF). This grid allows for situating a professional title in relation to national education diplomas.
- Level 3: equivalent to CAP or BEP
- Level 4: equivalent to high school diploma

An RNCP title at level 6 issued by a private school has the same state recognition as a university bachelor’s degree in terms of qualification level. The difference lies in the nature of the certifier and the registration method, not in the value of the assigned level.
Registration with the RNCP remains time-limited for non-ministerial organizations. Upon expiration, the certifier must submit a renewal request demonstrating that the certification remains relevant in the job market, that the reference frameworks have been updated, and that the employment data for graduates remains satisfactory. A title not renewed loses its registration and, with it, access to public funding.
